We are now in the midst of reshaping the environment on an unprecedented scale, but we do not know what we are doing to ourselves.  The design professions ranging from interior decorators concerned with single offices to regional planners concerned with entire river valleys are involved to varying degrees.  Occasionally, as with Oscar Niemeyer and Brasilia, they have a central role, but all too often the designers are consulted too late and asked the wrong questions.  Frank Lloyd Wright put forth the doctrine that "form follows function" which became a useful antidote to needless ornamentation.  Yet it is curious that most of the concern with functionalism has been focused upon form rather than function.
